Free service in civil cases for income and asset eligible clients. People over the age of 60 receive free service without regard to income or assets in priority areas of law: income maintenance, health care, housing, nurtrition, and utilities. Allegany Law handles civil cases, except class action cases and suits for monetary damages. Allegany Law does not handle criminal cases. Cases accepted for service must meet the priority areas of law approved by the Board of Directors of Allegany Law.

The Civil Justice Network provides free attorney referrals to clients
in Maryland, Virginia, and Washington, DC. Clients are referred to a
solo or small firm lawyer in the Network who has agreed to provide legal
services at reduced fees in most cases. The client and attorney then
decide on fee arrangements and representation. Some forms of
representation require upfront fees or a retainer. Civil Justice
network members are qualified to represent clients in a broad range of
practice areas.

The Harford County Bar Foundation operates a pro bono legal services program, providing intake and referral services to low-income persons with civil legal problems.

Clients are referred to attorneys belonging to the Caroline County Bar Association on a rotating basis. They are given contact information and instructed to make an appointment with the attorney. There is a fee for the initial 30-minute consultation. Subsequent fees are set by the attorney, if the individual decides to hire the attorney. The Caroline County Public Library operates this service in conjunction with the Caroline County Bar Association.

Referral staff screens calls to determine if a legal problem exists; refers persons to lawyers; arranges an initial half-hour consultation with a lawyer for a fee of $35. May waive fee for certain case types. Refers to other services if there are no legal questions. If the person decides to hire an attorney, subsequent fees are set by the attorney. People may be eligible for reduced fees. Volunteer attorneys provide brief advise over the phone, as appropriate.

Maryland Volunteer Lawyers Service (MVLS) maintains a panel of over 2,000 volunteer attorneys who can provide pro bono representation to low and moderate income clients in non-criminal, non-fee generating civil law matters. All clients must meet income and asset eligibility guidelines. Types of cases handled include family law and domestic matters, chapter 7 bankruptcy, foreclosure, consumer issues, will-drafting and power of attorney, tax controversies, identity theft, public benefits denial, criminal record expungement, name changes, and adult guardianship.

Refers persons ages 60 and over with limited income to an attorney in their area who will prepare particular legal documents for a modest preset fee. Homebound individuals can be served in most areas. Wills, living wills, powers of attorney, small estates, and deed changes. The first meeting with the attorney is free, if you decide to have the attorney represent you, services will be at a reduced cost.  You must meet certain income and asset guidelines. The Sixty Plus Legal Program, for all parts of the state except Baltimore County, Baltimore City, and Montgomery County is administered by The Legal Aid Bureau's Maryland Senior Legal Helpline.

Income Guidelines:  Eligibility based upon MLSC income guidelines.

Assets Limits:  You must also have limited assets.  Your assets cannot be higher than $20,000 if you are single and $40,000 for a couple.

  • Your house, car (two cars for a couple), and personal effects are not counted as assets for Sixty Plus.
  • Bank accounts, stocks, bonds, IRAs, 401(k)s, non-residence real property, and other assets that can be liquidated except those listed above are counted.

The YWCA legal services program administers a reduced-fee child custody
representation project, matching private attorneys with low-income
individuals seeking representation in contested custody matters.

  • Legal services:  Ex parte (Civil Advocates in both Annapolis and Glen Burnie District Courts and Circuit Courts, as well as further matters with divorce & custody advocate in Circuit Court. Protective Order Representation (sliding scale according to gross income)
  • Shelter (must call hotline first:  only domestic violence)
  • Counseling: Survivors (individual and group) and children 
  • No males over approximately 16 years.
  • Will not accept survivors who have current substance abuse problems or who have severe medical or mental health needs (YWCA will provide referrals to other shelters)
  • No limitations for legal services.
  • Will accept shelter referrals from other jurisdictions
