Access to Public Records for Limited English Proficiency Persons - Spanish language version - The State of Maryland passed legislation (effective July 2002) that requires state agencies to provide oral language assistance to any consumer who does not speak English and to translate vital documents into any language spoken by 3% of the population served by that agency.
